Don't you think that perhaps the actor (Sasca Cohen) intended it this way? After all the character Borat comes from Kazakstan (former U.S.S.R country) and the movie seems to be a form of social commentary based on East versus West, with the possible conclusion "hey, we're all just as bad as each other"
The Stalinesque montage I think would be a very clever and useful one in this context.
